Home Information Packs, or HIPs, became compulsory from the 1st August 2007.
This applies to properties with 4 bedrooms or more.

HIPs, What are they?
You will only be able to market a house or flat for sale
when you have a pack available for prospective buyers.
The Government’s intention is to speed up the
conveyancing process by giving purchasers more
information at the outset.
Originally the pack was to include a Home Condition
Report, akin to a survey, but this was effectively dropped in July last year when it was made a voluntary component.
What remains compulsory is an Energy Performance
Certificate. This will rate the energy performance of
houses and make suggestions for improvement.
There has been speculation that there may be insufficient people qualified to produce these certificates from the launch date, which in some circumstances could cause a bottleneck in the market.
We have been establishing contacts with local energy assessors, to ensure that we have sufficient suppliers of the necessary energy performance certificates from day one, so that our clients in Somerset can be reassured that there will be no unnecessary delays in bringing your property to the market.
